The Voigtländer VSL 40 is the manual-exposure, mechanical-shutter twin to the Voigtländer VSL 43—however it seems fairly unknown in the English-speaking world. It is almost certainly a rebadging of the Cosina C1, and like that model is a spartan affair even lacking the self timer of the Cosina C1s. It does feature the 1/2000 second top shutter speed and match-LED exposure meter which are familiar from numerous Cosina-built basic SLRs, with the Vivitar V4000 one popular example.
