The Tempor leaf shutter was made by VEB Zeiss Ikon Dresden from about 1952, after the operations of Balda and Mimosa were added to the organisation (they would all later be part of Pentacon). Like most models of in-lens shutter, it exists in several styles to suit different cameras.
