Vibrator Company was located in Leningrad (Ленинград) now known as St. Petersburg (Санкт-Петербург), Russia. They are known for manufacturing the Leningrad series light meters starting in the late 1950's. Noticeably there is missing model numbers 3, 5, 9 in the Leningrad line.
