The Seikosha-SLV was made by Seikōsha, the manufacturing branch of Hattori Tokei-ten. It was a quiet 5-blade leaf shutter with speeds from 1 sec. to 1/500 sec. plus B . Maybe a version without slow speeds existed. Maybe this version was used for the Minolta ER (unsecure source).
