This cat contains the User pages of Users who have made no edits at all since being created, and which have therefore been blocked after a 'long enough' time (see Category talk:Silent Users for how long is 'long enough'). Most of these are believed to be accounts set up by spammers; maybe they were prevented from spamming with these accounts by an IP-address auto-block.
